On Thursday, the California Highway Patrol (CHP) announced the arrest of former Captain Matthew Stover on charges of theft and workers’ compensation insurance fraud.
Stover, 51, was apprehended in Folsom, a suburb of Sacramento, and subsequently booked into the Sacramento County Jail. The CHP reported that he had been with the agency for 22 years and filed a workers’ compensation claim in June 2023, after which a doctor placed him on leave.
Suspicion of fraud prompted the agency’s Workers’ Compensation Fraud Investigations Unit to launch an inquiry. The investigation revealed that Stover engaged in activities inconsistent with the restrictions imposed by his doctors while on leave.
Additionally, investigators uncovered potential perjury and fraud related to falsified vehicle registration documents submitted to the DMV.
Stover faces six charges, including:
- False statements to fraudulently obtain compensation
- Knowingly presenting a false insurance claim
- Making false statements for insurance payment
- Concealing or failing to disclose events affecting benefits
- Perjury
- False statements to the DMV
