Yahaya Baba Ali, an employee of the Federal Ministry of Works, has been implicated in a serious breach of the Code of Conduct Bureau and Tribunal (CCBT) Act. This legislation prohibits public officials from owning or running private companies while employed full-time, although exceptions exist for businesses in the agricultural sector.
Ali is connected to Bimaz Engineering Construction Company Ltd., where he holds a key management position. The company has been accused of engaging in contract racketeering amounting to ₦285,097,874.64.
Several payments have raised red flags:
- On December 31, 2022, the Federal Ministry of Health paid ₦17,451,646.52 to Bimaz Engineering for the supply and installation of executive tables and chairs.
- On November 28, 2019, the Office of the Special Adviser to the President on Niger Delta disbursed ₦72,474,527.67 as 50% payment for consultancy services related to lecture halls and utility buildings at VTC Bomadi, Delta State.
- On May 10, 2021, the Federal Road Maintenance Agency made a payment of ₦110,865,533.75 for general maintenance repairs of the Potiskum-Kari-Bauchi road in Yobe State.
- Most recently, on December 31, 2023, the Federal Road Maintenance Agency allocated ₦84,306,166.70 for the rehabilitation of roads in Nangree township, Yobe State.
Bimaz Engineering Construction Company Ltd., registered in 2015, lists Yahaya Baba Ali as one of its four key management personnel. As a Federal Controller of Works with the Federal Ministry of Works and Housing, Ali’s alleged misconduct raises significant concerns about accountability and corruption in public service.
