Philadelphia police have arrested three men suspected of orchestrating a series of organized retail thefts targeting shoe stores in Philadelphia, surrounding counties, and New Jersey. The men—Darryl Foreman, 31, Demil Coley, 32 (also known as Demil Allen-Coley), and Malik Williams, 31—are believed to be responsible for 22 thefts between February 3 and March 22, 2025, totaling approximately $28,500 in stolen merchandise.
According to the Philadelphia Police Department’s Retail Theft Initiative, the three men stole primarily shoes from retail stores. The breakdown of the thefts is as follows:
Philadelphia: 10 thefts, approximately $15,000 in stolen shoes.
Surrounding Counties & New Jersey: 12 thefts, totaling about $13,500 in merchandise.
Foreman is being held on a $180,000 bail, while Coley has a $90,000 bail and faces multiple out-of-jurisdiction warrants. Williams is currently detained at SCI Coal Township with a $30,000 bail for one Philadelphia theft, and there are active warrants for four additional thefts in the city.
