No attorney details were available for Richter as of Wednesday, and KXAN plans to reach out for a statement regarding his charges.
On Monday at approximately 3:09 p.m., officers responded to a disturbance call on the 700 block of Azie Morton Road. Richter, the complainant, reported that a person had shown him a firearm and then left the scene. Just minutes later, around 3:22 p.m., police received several calls about a man being “flung off the hood” of a vehicle that had departed the area. Upon arriving at the scene, officers discovered a man, later identified as 63-year-old James Hough, lying on the ground. He had sustained visible injuries from the fall. Hough was rushed to a local hospital but was pronounced dead at 4:36 p.m.
The investigation revealed that Richter initially reported the disturbance involving the individual who had displayed the firearm. Richter remained on the scene and later got into a second altercation with Hough. According to police, Richter assaulted Hough, took his cellphone, and then returned to his vehicle. Hough then stood in front of Richter’s car before climbing onto the hood in an attempt to retrieve his phone. Richter then sped off at a high rate of speed, causing Hough to fall off the hood when Richter abruptly slammed the brakes. Hough struck the ground, which led to his death. Richter fled the scene after the incident.
A warrant for Richter’s arrest was issued on Tuesday, and he was apprehended Wednesday by the Lone Star Fugitive Task Force in Temple on charges of murder.
