Julie A. Porteous and Larry J. Lapan Arrested on Drug Trafficking Charges

Two arrested in Cobb for trafficking narcotics, one faces child neglect charges

OWA COUNTY, Wis. (WKOW) — Julie A. Porteous, 48, and Larry J. Lapan, 62, were arrested in the Village of Cobb on drug trafficking charges following a search warrant conducted by the Richland-Iowa-Grant-Drug Task Force.

At approximately 11 a.m. on Tuesday, law enforcement officials executed the search warrant, leading to the arrests. Porteous faces several felony charges, including possession with intent to deliver narcotics, possession with intent to deliver amphetamine, bail jumping, and maintaining a drug trafficking place. In addition, she was charged with two misdemeanors, including child neglect and possession of drug paraphernalia.

Lapan, who was already on probation, was arrested for his involvement in the drug operation, facing charges as a party to a crime. He faces felony drug charges for possession with intent to distribute narcotics, possession with intent to distribute amphetamines, and maintaining a drug trafficking place.

The investigation was supported by the Iowa County Sheriff’s Office, Cobb First Responders, Highland EMS, and Haase’s Towing. Charges are still pending.
