SILVERTON, Ore. – Two individuals have been arrested for allegedly defrauding a Silverton homeowner out of $33,000 for a roofing job that was never completed.
The Silverton Police Department launched an investigation in August 2024 after a local resident reported paying a $33,000 deposit to a business operating under the names “Home Renovation Xperts” and “Roofing Xperts.” The payment was intended to cover materials and supplies, with work scheduled to begin in April.
According to police, the business owner, Erol Demetri Suliman, repeatedly delayed the start date before promising a final launch on August 8, 2024. When that date passed with no progress, the homeowner attempted to contact Suliman, but calls went unanswered and voicemail inboxes were full.
Investigators obtained bank records for both Suliman and his associate, Cassidy Pearl Mann. Records revealed that the homeowner’s funds were routed through Mann’s account before being transferred to Suliman.
Authorities discovered that the two had relocated to Texas but later separated, with Mann returning to Washington state. With assistance from the Clark County Sheriff’s Office, Mann was arrested in Washington and cooperated with the investigation by providing Suliman’s travel details.
On July 7, 2025, Suliman was arrested at the Port of Portland upon returning from Texas.
Both Suliman and Mann face two counts of first-degree aggravated theft. Suliman is being held at the Marion County Jail, while Mann was booked into the Clark County Jail.
