Virginia & Maryland Retail Theft Ring Busted: 3 Arrested

Suspects Stole Over $190K in Ulta Beauty Robberies Across States

Law enforcement agencies in Virginia and Maryland have arrested two adults and a teenager accused of stealing over $190,000 worth of merchandise in a string of organized retail robberies targeting Ulta Beauty stores.

The suspects—Damari Cousar (21) and Rasaan Washington (28), both from Washington, D.C., and a 17-year-old male—were charged with multiple crimes across Fairfax County, Prince William County, Montgomery County, and Anne Arundel County.

Planned Heists with Stolen Vehicles & Heavy Tools
The group allegedly mapped out Ulta Beauty locations, specifically targeting expensive perfumes. As security measures increased, they adapted by using hammers to break glass display cases.

Fairfax County Police Deputy Chief Gregory Fried described the brazen nature of the crimes:

“In broad daylight, they entered stores wielding hammers, frightening shoppers, and grabbing as much as they could before fleeing.”

In one case, a suspect reportedly flashed a gun to intimidate bystanders.

Tech and Multi-Agency Effort Led to Arrests
Police tracked the suspects using license plate readers and AI technology, which identified their stolen vehicles and swapped tags. This collaboration among multiple jurisdictions helped break the cycle of criminals crossing state lines to evade capture.

Charges and Ongoing Investigation
Damari Cousar: Armed robbery, grand larceny with intent to sell, conspiracy to commit larceny

Rasaan Washington: Felony destruction, conspiracy to commit larceny, failure-to-appear warrants

Juvenile Suspect: Unlawful taking/removal of a motor vehicle, rogue and vagabond

Authorities believe the suspects may be linked to additional crimes, and more charges are pending.

Ulta Beauty Responds
A spokesperson for Ulta Beauty emphasized their commitment to safety:

“We are grateful to local authorities for their swift action and will continue working with law enforcement to bring these criminals to justice.”
