SARASOTA, Fla. – The owner of a once well-reviewed Florida window company, Todd Hoch, is facing serious legal trouble after allegedly taking tens of thousands of dollars from customers for work that was never completed—or even started.
Hoch, who owned the now-defunct Sash and Sill, has been charged with multiple felony counts related to contractor fraud. According to investigators, Hoch collected large deposits from homeowners across Manatee, Sarasota, and Charlotte counties, failed to pull required permits, and never delivered the promised services.
In July of last year, Hoch sent an email to customers stating that he was closing the business and filing for bankruptcy. “We are currently working on getting as many of your projects completed as possible,” Hoch wrote. However, it was later discovered that many window orders were never placed at all.
Customer Cody Davis said he paid more than $30,000 for window replacements on two homes. “They had hundreds of five-star reviews. It seemed like a reputable company,” Davis recalled. But installation never happened, and the permit process was never started.
The Punta Gorda Police Department filed the first felony charge against Hoch, citing a case where a customer paid over $21,000 without receiving services. A second charge soon followed in Charlotte County, involving a $12,000 deposit. In both cases, authorities confirmed that no permits were filed, and no refunds were issued.
The Sarasota County Sheriff’s Office has confirmed that there are over 30 active complaints against Hoch.
Customer Maureen Harvey, also left without windows or a refund, expressed her frustration: “That’s a lot of money. Is it in somebody’s fancy car or home?”
Hoch’s actions have exposed what some see as a systemic failure in contractor oversight. “How many times will this happen before something changes?” Davis asked.
Hoch is scheduled to appear in court before Charlotte County Judge Lisa Porter on August 25, 2025, for arraignment. Investigations across all three counties remain ongoing.
