A man has been arrested and charged following what Victoria Police Chief Const. Del Manak called a “very troubling & dangerous incident” on Saturday morning.
According to police, the suspect, Stecy Joseph Luc Baulne, who turns 46 this year, allegedly forced his way into an occupied vehicle, forcibly removed the female driver, and shouted at her children to exit the car before driving away.
The incident occurred around 9:30 a.m. near Hillside Avenue and Shelbourne Street in Victoria. A city-wide alert went out as authorities released an image of Baulne, initially labeled a person of interest.
By 6:40 p.m., Chief Manak confirmed via social media that Baulne had been arrested by West Shore RCMP. He commended the swift response and collaboration between Victoria police, Saanich police, and RCMP in apprehending the suspect.
Baulne now faces multiple charges, including motor vehicle theft, flight from police, and dangerous driving. He remains in custody pending a bail hearing.
Authorities continue to investigate, though no physical injuries were reported during the incident.
