THE WOODLANDS, Texas – The Montgomery County Sheriff’s Office (MCSO) has arrested two individuals, Ruben Flores and Jasmine Bishop, on charges of Organized Retail Theft following a series of incidents targeting stores in The Woodlands.
Deputies from the Woodlands Township Patrol Division responded to a theft-in-progress call at Macy’s on 1201 Lake Woodlands Drive. Working closely with retail crime investigators, officers were able to locate and arrest both suspects shortly after the call.
Investigators discovered that Flores and Bishop, who were accompanied by their juvenile daughter, had committed four separate thefts in the area over the course of one week. The thefts resulted in approximately $5,000 in merchandise losses for local retailers. Authorities were able to recover around $1,200 worth of stolen goods during the arrest.
Flores and Bishop have each been charged with Organized Retail Theft, a third-degree felony under Texas Senate Bill 1300, which went into effect on September 1, 2025. The new law strengthens penalties for repeat and coordinated retail theft crimes.
The investigation remains ongoing, and additional charges could be filed.
