Jeffrey Brower Charged in $7K Home Improvement Fraud Case

Lewes man accused of taking payment for HVAC work never started

LEWES, Del. — Jeffrey Brower, a 63-year-old resident of Lewes, has been charged with home improvement fraud after allegedly accepting payment for HVAC work that was never performed.

According to the Delaware State Police, the investigation began on September 2, 2025, when troopers received a report from a 66-year-old Lewes resident who claimed that Brower had signed a contract with him in October 2024 to complete HVAC services.

The victim stated that he paid Brower $7,000, but no work was ever started, and he never received a refund.

Following the investigation, troopers obtained a warrant for Brower’s arrest. On September 11, 2025, Brower voluntarily turned himself in at Delaware State Police Troop 7.

He was charged with Home Improvement Fraud, arraigned at Justice of the Peace Court 2, and released on a $5,000 unsecured bond.

Authorities are reminding residents to verify contractor credentials and report any suspected fraud.
