Jake Fox, Scott Bradley Arrested in Contractor Fraud Case

Lower Merion men accused of high-dollar home-improvement scams

LOWER MERION TOWNSHIP, PA — Two men were arrested Thursday after Lower Merion Police accused them of operating high-dollar fraud schemes through fake contracting businesses.

Jake Fox, 37, and Scott Bradley, 34, were taken into custody after a year of fraud investigations by Lower Merion Police. Authorities said the men ran businesses under the names PJS Paving & Masonry Corp., Orchard Paving, and Perfect Paving LLC, all of which were linked to fraudulent business practices.

Both men face multiple charges, including corrupt organizations, making false statements to induce home-improvement agreements, and receiving advanced payments for services they didn’t perform. Fox also faces a charge of aggravated assault, though details of the allegation were not immediately available.

Fox and Bradley are being held at Montgomery County Prison with bail set at $99,000 each. Their preliminary hearings are scheduled for March 25. Investigators noted that the men were born Patrick and Johnny Joseph Quinn and appear to have legally changed their names.

Authorities said PJS Paving & Masonry Corp.’s website claims 30 years of experience in chimney, brick, and masonry repairs, listing locations in Newtown, Bucks County, and Burlington City, New Jersey.
