NORCO, CA — A 31-year-old man from Arcadia, identified as Ziquan Ou, has been arrested after allegedly posing as an Internal Revenue Service agent and defrauding a victim out of $20,000, according to the Riverside County Sheriff’s Department.
The investigation began on May 1 when deputies from the Norco Station responded to a fraud report on the 2300 block of Kips Korner. The victim told deputies that someone claiming to be an IRS officer informed them their financial accounts had been compromised and coerced them into paying $20,000 to resolve the issue.
Authorities say that Ou contacted the victim again, demanding additional payment and saying he would come to collect the money in person. He was arrested on the spot when he showed up while deputies were still on the scene.
During a search of Ou’s vehicle, deputies found:
A firearm
Multiple fake or stolen identification cards
Narcotics
Ou was booked at the Robert Presley Detention Center on multiple fraud-related charges and for narcotics possession. Investigators suspect there may be more victims of this scheme and are asking anyone with information to contact Deputy Sheriff Acost at 951-270-5673.
