Xu Feng Arrested in Alabama in NY Driver’s License Scam

Tied to fraud operation targeting immigrants in New York

Xu Feng Arrested in Alabama for New York Driver’s License Scam

ALBERTVILLE, Ala. (WAFF) – Xu Feng, a Chinese national and former employee of Chow King in Albertville, was arrested last week in connection to a fraudulent driver’s license scheme operating out of New York.

Feng, wanted on felony fraud charges, was located by Homeland Security agents working at a restaurant in Albertville. ICE later confirmed that Feng and six coworkers are in the U.S. illegally.

Authorities allege Feng was involved with a New York-based driving school known as T&E, which promised real driver’s licenses to individuals regardless of immigration status or driving ability. According to George Ioannidis of Homeland Security Investigations, the school used targeted ads to lure vulnerable members of the Chinese community.

The scam, dubbed Operation “Road Test,” involved paid-off DMV employees and test impersonators. In exchange for cash, the school provided real New York licenses to unqualified drivers, including undocumented immigrants.

“Countless individuals are now driving on our roads without ever having demonstrated the basic skills necessary to do it safely,” said Richmond County District Attorney Michael McMahon.

In total, 14 individuals were indicted, including three DMV workers from Queens. Xu Feng is awaiting extradition to New York as the investigation unfolds.
