Xiang Li, Bowen Zhou Arrested for Yorba Linda Stalking Campaign

Two Men Charged with Threats, Shooting in California Case

CALIFORNIA — Two men from San Bernardino County, Xiang Li, 42, of Chino Hills, and Bowen Zhou, 33, of Upland, were arrested last week for allegedly conducting a stalking, threats, and intimidation campaign against victims in Yorba Linda, the FBI announced.

A criminal complaint filed on June 17 in U.S. District Court details that beginning in March 2024, two Yorba Linda residents were targeted with threats claiming they owed $150,000 and were unsafe. On March 15, 2024, a knife and a threatening letter were left at one victim’s home.

The victims received repeated threatening calls and texts. In one call, a caller warned, “You should know I know where your family lives, and we have a lot of gangsters in the L.A. area.” On April 4, 2024, someone fired six shots at a house where a victim was inside.

The FBI executed search warrants on June 3, 2025, seizing ammunition matching the shooting, threatening phones, and firearms from both suspects’ residences.

Li and Zhou appeared before a federal magistrate and were ordered held in custody. If convicted, they face up to five years in federal prison.

The FBI and Orange County Sheriff’s Department investigated the case. Assistant U.S. Attorneys Joseph Guzman and Colin Scott are prosecuting.
