Xavier Omar Rigby Charged in Fatal DUI Hit-and-Run in Gulfport
PINELLAS COUNTY, Fla. – A 22-year-old St. Petersburg man, Xavier Omar Rigby, has been arrested and charged with multiple felonies, including DUI manslaughter and vehicular homicide, after allegedly striking and killing a bicyclist and fleeing the scene.
The fatal collision occurred around 10:08 p.m. on Friday, September 20, on 49th Street in Gulfport. According to the Major Accident Investigation Team (MAIT), Rigby was driving a 2021 Nissan Altima at a high rate of speed when he struck 38-year-old Kjersten Aileen-Hermance Strang, who was riding her electric bicycle in the same direction in the curb lane.
Investigators say Strang was thrown onto the car’s windshield before being dislodged roughly eight blocks later. Rigby did not stop or call for help and left the scene. Strang was pronounced dead at the location of the crash.
St. Petersburg police located Rigby shortly afterward at a residence nearby. Officers noted signs of impairment, and Rigby refused to perform field sobriety tests. He was taken into custody and booked into the Pinellas County Jail.
