Woman Pleads Guilty in Mesa County Ballot Theft and Forgery Case

Vicki Lyn Stuart admits guilt in controversial election-related identity theft scheme

GRAND JUNCTION, Colo. (KKCO) — One of two women charged in a Mesa County election fraud scheme has pleaded guilty to two felony counts in court on Monday.

Vicki Lyn Stuart, 64, admitted to identity theft and forgery as part of a plea agreement that saw 32 other charges dropped. She was originally charged alongside 59-year-old Sally Jane Maxedon in a case involving the theft and alteration of Mesa County ballots during the 2023 election season.

According to the arrest affidavit, the two women sought to “test” the ballot signature verification process by submitting forged signatures. Their goal was reportedly to determine if forged ballots would be flagged by election officials.

During Monday’s hearing, Stuart delivered an emotional statement, expressing guilt for her role in the attempted scheme. Her legal team requested a pre-sentence investigation report, with sentencing scheduled for June 25 at 8:30 a.m.

Meanwhile, Sally Jane Maxedon—also known by aliases Sally Cline and Sally Smith—is due in court on May 8 at 9 a.m. for a review hearing.

Both women were initially arrested on November 6, 2024, and charged with identity theft, attempting to influence a public servant, and forgery.
