William Caudill Among 5 Charged in EKCC Drug Ring

Former officers, inmates accused of prison trafficking

WEST LIBERTY, KY — Five individuals, including two former correctional officers, are facing charges following a major drug trafficking investigation at the Eastern Kentucky Correctional Complex (EKCC).

Kentucky State Police launched the investigation in September 2025 after EKCC officials reported suspected illegal activity inside the facility. The joint probe uncovered allegations of drug trafficking, money laundering, promoting contraband, and organized criminal operations.

According to investigators, former correctional officers William Caudill and Dwayne Skaggs are accused of distributing narcotics within the prison. Two inmates, Shane Wilder and Challis Davis, allegedly played key roles in distributing the drugs among inmates.

Authorities also say Donnie Wilder, the mother of inmate Shane Wilder, assisted in the trafficking operation from outside the facility.

Caudill and Skaggs face charges including promoting contraband, trafficking in a controlled substance, official misconduct, and engaging in organized crime. Meanwhile, Donnie Wilder, Shane Wilder, and Challis Davis are each charged with promoting contraband, drug trafficking, and engaging in organized crime.

The investigation remains ongoing as authorities continue to examine the scope of the operation.
