OROVILLE, Calif. — The Oroville Police Department has announced multiple felony arrests following a cyber tip from the National Center for Missing and Exploited Children.
In 2025, police received information alleging that Tyberius Kilpatrick, 19, of Oroville, possessed child sexual abuse material. Investigators said the case confirmed that Kilpatrick had received and stored obscene images involving minors on electronic devices.
On Jan. 23, 2026, detectives executed a search warrant at a residence on Nelson Avenue in Oroville connected to Kilpatrick. Although he was no longer living at the home, officers reported discovering unsafe living conditions for children inside the residence.
As a result, Children’s Services was contacted, and Michael Kilpatrick, 57, and Kaytie Allen, 43, both of Oroville, were arrested on felony child abuse charges. They were booked into the Butte County Jail.
Authorities later learned that Tyberius Kilpatrick had recently begun attending a military boot camp in Texas. Due to the seriousness of the allegations, Oroville detectives traveled to San Antonio, where they took him into custody and transported him back to Butte County.
He was booked into the Butte County Jail on multiple charges related to the possession and distribution of obscene material involving minors.
