Two Men Arrested in Cecil County Drug Trafficking Bust

Firearms, drugs seized during investigation into regional trafficking ring

Two men were arrested in Cecil County, Maryland, after an extensive law enforcement investigation into a drug trafficking operation spanning both Cecil County and southern Lancaster County, Pennsylvania. The arrests and seizures were made by the Maryland State Police Strategic Operations Group-North, with the assistance of Pennsylvania State Police.

The arrested individuals are Alishawaine Monk, 34, of Port Deposit, Maryland, and Ronald Dugger, 45, of North East, Maryland. Monk faces charges of possession of a controlled dangerous substance with intent to distribute, possession of a firearm during the commission of a drug trafficking crime, and various firearm and drug-related offenses. Monk is also prohibited from possessing firearms and/or ammunition. Dugger faces similar charges for drug distribution and firearm possession.

The investigation, which spanned several months, targeted a large-scale drug trafficking ring. Troopers identified Monk, Dugger, and multiple locations associated with the operation. On April 17, search warrants were executed on their homes and storage units, resulting in the seizure of significant contraband:

10 firearms, including a Bushmaster AR-15, which was reported stolen from Hagerstown.

810 grams of cocaine.

307 grams of crystal methamphetamine.

Drug packaging materials, a digital scale, and a vacuum sealer.

Several firearm magazines, accessories, and ammunition.

The operation was made possible by funding from the Governor’s Office of Crime Prevention and Policy Maryland Criminal Intelligence Program (MCIN), which supports inter-agency collaboration in dismantling criminal organizations. Active partners in the operation include the Cecil County State’s Attorney’s Office, Maryland State Police, Cecil County Sheriff’s Office, Elkton Police Department, North East Police Department, and the Cecil County Division of Parole and Probation.

Both Monk and Dugger are being held without bail at the Cecil County Detention Center, and the investigation is ongoing.
