Two Arrested in Roanoke After Deceased and Neglected Cats Found at Rescue Shelter

47 cats seized, including two dead, at Nomadic Paws Kitten Rescue; owners face felony animal neglect charges

ROANOKE, VA – March 19, 2025 — In a shocking case of alleged animal neglect, Kayla Wills Campbell (34) and Ian James Yaeger (46) were arrested and charged with two counts of felony animal neglect following the discovery of dead and severely neglected cats at their non-profit facility, Nomadic Paws Kitten Rescue.

The Roanoke Police Department’s Animal Warden Unit executed a search warrant on March 13 after receiving reports of poor conditions at the shelter, located on Peters Creek Road NW. Authorities found 47 cats inside, including two deceased. Seven of the surviving animals required emergency veterinary care, while the rest were taken to partner shelters for rehabilitation.

Initially denied entry, police secured a search warrant to investigate further. The disturbing conditions inside the shelter led to the immediate seizure of all animals on the property.

Campbell and Yaeger were taken into custody and each face two felony charges, based on the deceased cats found. Additional charges may follow as the investigation progresses.

The case has drawn public attention to animal welfare standards at rescue facilities and has prompted local authorities to remind the public to report signs of animal abuse or neglect.
