

MASSENA, NY — Two individuals have been arrested following a series of vehicle break-ins across Massena, Brasher, and Colton.
On August 24, 2025, New York State Police apprehended 39-year-old Torrey R. Jackson and 28-year-old Tori L. Rushlow, both residents of Massena, in connection with multiple theft-related incidents.
The investigation began on August 19 at approximately 5:30 a.m., when troopers responded to reports of individuals breaking into cars and stealing items near Maple Ridge Road in Brasher.
Further inquiry on August 24 revealed stolen property along State Route 37 in Massena, linking Jackson and Rushlow to the recent larcenies.
Jackson faces charges including fifth- and fourth-degree criminal possession of stolen property, fourth-degree grand larceny involving a credit card, and third-degree grand larceny for property valued over $3,000. Rushlow was charged with fourth-degree criminal possession of stolen property (valued over $1,000) and seventh-degree criminal possession of a controlled substance.
Both were arraigned in Norfolk Town Court, with Jackson remanded to St. Lawrence County Jail.
