VACAVILLE, Calif. – More than five years after his disappearance, Luther Harris has been confirmed as the victim of a homicide, and two individuals have been arrested in connection with the case.
On Thursday, the Vacaville Police Department announced the arrests of John Lipsey, 41, and Erika Kelsh, 33, both from Woodland, a city in neighboring Yolo County.
Lipsey is charged with murder.
Kelsh is charged as an accessory to murder, police confirmed.
Harris, who was 37 years old at the time, was last seen on April 30, 2020, in the parking lot of his apartment complex on Alamo Drive in Vacaville. When he failed to contact his mother for Mother’s Day, she reported him missing to Dixon Police.
By June 2021, Vacaville police took over the investigation, launching an extensive effort involving interviews, search warrants, and evidence collection.
In December 2024, investigators uncovered new evidence indicating Harris was the victim of a homicide. The case was officially reclassified as a murder investigation on September 5, 2025.
As of now, Harris’ body has not been located.
Authorities stated the case remains active and ongoing. Due to the sensitive nature of the investigation, no additional details are being released at this time.
