MONROE, La. (April 2025) – A 47-year-old woman, identified as Tori Estes Spinks, has been arrested by the Concordia Parish Sheriff’s Office (CPSO) on multiple charges, including identity theft, forgery, and theft exceeding $25,000.
The CPSO launched an investigation after receiving a complaint that Spinks had allegedly stolen the identities of three individuals. Officials say she used the stolen identities to obtain over $50,000, including through fraudulent federal loans.
The investigation began when one of the victims noticed garnishments on her paycheck and reported it. Further inquiry revealed evidence of forgery and identity fraud, leading to an arrest warrant for Spinks.
She was taken into custody on April 11, facing the following charges:
3 counts of forgery
3 counts of identity theft
1 count of theft over $25,000
