Topeka Man Arrested After Vehicle Pursuit and Drug Discovery

Mark A. Starkebaum, 35, arrested following a stolen car pursuit and found with illegal paraphernalia

Topeka, Kan. — A 35-year-old man was arrested in Topeka after leading law enforcement on a short pursuit in a stolen vehicle, authorities say.

On Sunday, Dec. 29, around 1:15 p.m., Shawnee County Sheriff’s deputies attempted to stop a 2015 Hyundai Sonata in the area of SW Topeka Blvd and SW Huntoon St. When the driver allegedly refused to comply, a brief pursuit ensued before the vehicle was located in the parking lot of a business in the 2000 block of SW Topeka Blvd. Three individuals fled the scene on foot, while one passenger remained inside.

Upon investigation, deputies discovered the vehicle had been reported stolen from a Topeka residence the previous day, Dec. 28. Additionally, the car contained a bag with illegal drug paraphernalia.

Mark A. Starkebaum, 35, of Topeka, was arrested in the 2500 block of South Kansas Ave. and booked into jail on multiple charges, including:

Interference with law enforcement officers
Possession of an opiate, opium, narcotic, or certain stimulant drug
Possession of drug paraphernalia
Identity theft
Starkebaum was also arrested on two felony warrants from Shawnee County and a misdemeanor warrant from the City of Topeka. The investigation is ongoing.
