SAN JOSE, CA – Two individuals have been arrested in connection with a commercial brothel operation spread across several locations in San Jose, according to police.
The investigation began on March 28, when San Jose Police Department, alongside local and federal partners, executed a series of search warrants targeting suspected brothels. The properties included:
The 1000 block of Willow Street
The 1000 block of Tully Road
The 200 block of N. Jackson Avenue
A private residence on the 1300 block of Bagely Way
During the raid, 50-year-old Bili Ruan was arrested at the Willow Street location.
Investigators identified 46-year-old Tien Tran as the primary operator behind the brothel network. Though Tran was not initially located, police secured an arrest warrant, and Tran was arrested on April 2. He was booked into jail on pimping charges, authorities said.
Police discovered evidence supporting the existence of commercial sex operations at multiple sites, including:
$25,000 in cash
Multiple high-end designer purses
Jewelry valued at over $200,000
In addition, three suspected commercial sex workers were identified. Officers said the women were provided with support and resources as survivors of exploitation.
The operation was a joint effort involving the Santa Clara County LEIHT Task Force, U.S. Department of State – San Francisco, and San Jose Police Department’s MERGE, METRO, VCET, and DSU units.
