Shang Mouzeng Arrested for Leading Fraudulent Cult in Henan

“Jade Emperor” cult leader defrauded followers and committed sexual assault

16th September 2025 – Hong Kong — Police in Henan Province uncovered an illegal cult led by Shang Mouzeng, who falsely claimed to be the “Jade Emperor.” The cult leader manipulated his followers, defrauding them of over 5 million yuan (about HK$5.45 million) and sexually assaulting ten women, according to an official report released on September 15.

Investigations showed Shang promoted bizarre beliefs, including the unification of all religions and a prophecy called the “Three Phases of Apocalypse.” He claimed that only adherence to his teachings could bring “true enlightenment.” Many followers joined during times of illness or personal hardship.

Shang exploited followers through fabricated rituals such as “seating ceremonies” and “child restoration ceremonies.” He pressured members into purchasing items like incense burners, statues, and yellow paper, accumulating significant wealth. Additionally, he coerced female followers into sexual acts under the pretense of “removing negative energy” and “purifying magnetic fields.”

Li Shengwei, Director of the First Prosecution Department of the People’s Procuratorate in Suiyang District, Shangqiu City, described the cult as highly organized with clear hierarchical roles. Shang faces multiple charges including organizing and using cults to undermine law enforcement, rape, and fraud.

Authorities continue to process the case under Chinese law as investigations proceed.
