STAFFORD COUNTY, Va. – Four men from Norfolk, Virginia, are facing a long list of charges following an alleged fraud operation targeting multiple Wawa convenience stores in Northern Virginia.
Shakur Lowder (31), Keyonta Mayer (31), Devont’re Davis (29), and Marcus Fisher (31) were arrested on Sept. 6 after Stafford County deputies foiled what officials called a coordinated credit card fraud scheme.
Authorities say the suspects used stolen or fraudulent credit cards to purchase large numbers of gift cards at several Wawa locations, triggering suspicion due to a recent surge in similar crimes.
Deputies first responded to suspicious activity at the Richmond Highway Wawa just after midnight. Not long after, a similar report came in from a Wawa on Austin Park Drive. In both cases, staff noted the men used multiple credit cards, raising red flags.
Expecting another incident, deputies staked out a third Wawa on Wonder Road, where they saw a black Ford Bronco, matching earlier descriptions, leaving the store. A traffic stop was conducted.

Credit cards with various unrelated names
A concealed firearm
Controlled substances
All four men were arrested and taken to Rappahannock Regional Jail, held without bond. Each faces multiple charges:
Shakur Lowder:

Keyonta Mayer:
4 counts of credit card fraud
2 counts of obtaining money by false pretenses

5 counts each of:

These arrests follow the recent case of Caiteng Li, who was charged with 67 counts for similar fraudulent activities at Wawa stores in the same area.
