Seven Arrested in Guam Drug and Weapons Raid

Meth, fentanyl, and guns seized in Plumeria Estates raid

MONGMONG-TOTO-MAITE, Guam — Seven people were arrested Thursday during a coordinated drug and weapons raid at Plumeria Estates Apartments, where officers seized methamphetamine, fentanyl, firearms, and drug paraphernalia, according to court documents.

The operation, led by the Guam Police Department’s Drug Task Force, executed multiple search warrants that uncovered illegal drugs, stolen guns, and cash.

Arrest Details

Noah Terence John Cepeda, 26, was found with a Sig Sauer P320 9mm handgun loaded with 15 rounds, later confirmed to be stolen. He faces three third-degree felony charges:

Possession of a firearm without a firearms ID card

Possession of an unregistered firearm

Possession of a concealed firearm

Tricia Michelle Matagolai, 42, admitted owning a meth pipe found on a dining table in Apartment D103, saying she last used the drug at Merizo Pier on Nov. 5. She was charged with possession of a Schedule II controlled substance.

Gregory Lathaniel Reese, 45, also found in D103, told police he smoked meth but denied dealing. He said he tries to stop before probation drug screenings. Reese, who was previously linked to the January 2023 death of Jason Susuico, was charged with the same Schedule II possession felony.

Sergio Shane Flores Cruz, 38, detained in Apartment C102, admitted to selling small amounts of meth to friends. Officers found half a gram of meth he said he planned to use before a court hearing. A former soldier, Cruz said he’s battled addiction since leaving the Army at 19 and often used his VA benefits to fund it. He was charged with possession of a Schedule II controlled substance.

Felicia Topasna Quinata, 39, was arrested during a follow-up operation. She was caught carrying meth in a pipe wrapped in a napkin that tested positive for the drug. Her charge — possession of a Schedule II controlled substance — was tied to an April 17 case in Yigo.

Kenneth Michael Reyes, 60, also found in D103, was charged with possession of a Schedule I controlled substance, a third-degree felony.

Peachy May Pagan Pineda, 33, detained in Apartment C102, was found with meth, suspected fentanyl pills, and drug paraphernalia. Pineda reportedly told police, “I smoked last week, but all the drugs belong to Sergio.”

Evidence Seized

Across the apartments, police collected:

Meth pipes, baggies, and straws with drug residue

Digital scales and Samsung phones

Cash totaling $60

Authorities confirmed that the Plumeria Estates operation is part of a broader crackdown on drug trafficking and firearms offenses across Guam.
