Scott David Miller Charged in Brookville Garage Scam

Man accused of taking $32K, never building garage

BROOKVILLE BOROUGH, Pa. — A Philadelphia man is facing multiple felony charges after police say he accepted nearly $32,000 for a garage project in Brookville but never completed the work or issued a refund.

According to a criminal complaint filed by the Brookville Borough Police Department, 34-year-old Scott David Miller was charged on Dec. 22 following a months-long investigation into an alleged home improvement scam.

Court documents state that a local resident contacted Elite Concrete Solutions for an estimate to build a 30-foot by 50-foot garage on a Long Avenue property. A company representative prepared a contract, and the homeowner initially paid $16,500 by check. Investigators said the resident later wire-transferred additional funds, bringing the total payment to $31,900, after Miller — identified as the owner of the business — requested full payment upfront.

Work was scheduled to begin on Aug. 11, but the start date was repeatedly delayed. According to the complaint, Miller sent multiple text messages citing various reasons for the postponements, including waiting on a dig crew and problems with equipment.

When construction never began, Miller reportedly agreed to issue a refund in late August. Police said Miller later claimed a check had been sent, but on Oct. 6 admitted it had never been mailed. After no refund was received, the resident contacted police on Oct. 27.

During the investigation, officers learned Miller had an active arrest warrant from Lower Paxton Police related to another home improvement fraud case. Investigators also confirmed Miller is currently incarcerated at the Chester County Jail on unrelated charges.

Miller is charged with:

Dealing in proceeds of unlawful activities (first-degree felony)

Theft by deception (third-degree felony)

Receiving stolen property (third-degree felony)

Theft by unlawful taking (third-degree felony)

The charges were filed through Magisterial District Judge Gregory M. Bazylak’s office. A preliminary hearing has not yet been scheduled.
