Roi Pelto, 2 Others Charged in Arkansas Medicaid Fraud Cases

AG Tim Griffin announces arrests for exploitation and abuse

LITTLE ROCK, Ark. — Arkansas Attorney General Tim Griffin announced three arrests related to Medicaid fraud, elder abuse, and exploitation of vulnerable individuals, following investigations led by the state’s Medicaid Fraud Control Unit (MFCU).

On June 23, 2025, Roi Pelto, 41, of Fayetteville, was arrested and charged with exploitation of a vulnerable person (a Class B felony) and theft of property (a Class C felony). Pelto, who served as co-guardian for the victim, is accused of stealing money, personal items, and a silver coin collection from the individual under his care.

Two days later, on June 25, Davanna Wiley, 38, was arrested for abuse of a vulnerable person. Wiley, a caregiver for individuals with intellectual and developmental disabilities, allegedly pushed a client to the ground as they were leaving their home.

On June 26, Lexie King, 21, of Lepanto, was arrested and charged with Medicaid fraud. While employed at Elite Senior Care, King reportedly submitted false claims for services she did not actually provide, billing for time not spent at the client’s location.

“These arrests demonstrate our commitment to holding bad actors accountable,” said Attorney General Griffin. “Our work is far from over.”

Griffin praised the work of the MFCU and law enforcement partners, including Special Agents Richard Morales, Heath Nelson, Rhonda Swindle, and David Harrell, as well as the Arkansas State Police, Fayetteville Police Department, and Arkadelphia Police Department.
