Frederick Police Department detectives have arrested Roberto Carlos Campos Roque, 43, of Maryland, in connection with a 2018 kidnapping and rape investigation. Campos Roque had been wanted by authorities since September 2019.
On June 30, 2025, a partner law enforcement agency informed the Frederick Police Department (FPD) that Campos Roque was in custody in the Baltimore area on an unrelated charge. Detective Rebecca Skelly, who originally handled the case, served the outstanding arrest warrant and took Campos Roque into custody.
The incident occurred during the night of March 24 and into the early morning hours of March 25, 2018. Surveillance footage from Cellar Door restaurant at 5 E. Church Street captured Campos Roque dancing with the adult female victim shortly before closing time. The victim, intoxicated and unable to stand, was then dragged toward the exit by Campos Roque and another man. Believing Campos Roque was known to the victim, patrons helped place her into his vehicle.
Several hours later, two witnesses saw the unconscious victim being removed from a vehicle on Market Street. The driver, matching Campos Roque’s description, asked the witnesses for assistance before driving away. The victim was transported by ambulance and treated for injuries consistent with sexual assault.
After a lengthy investigation, Campos Roque was identified as the suspect, and an arrest warrant was issued in September 2019. Despite multiple efforts and regional alerts, Campos Roque remained at large until his recent arrest.
The victim has been notified of the arrest. Campos Roque appeared in Frederick County Court on July 1 and was held without bond.
