Richard Kirchner Sought in New Castle Contractor Scam

Police say homeowners were defrauded in Pike Creek community

New Castle County Police are searching for a Maryland man accused of defrauding homeowners by posing as a licensed contractor.

Authorities say at least two residents of the Pepper Ridge Townhome Community in Pike Creek lost hundreds of dollars after hiring a man they believed was affiliated with a major home improvement store. The suspect, identified as 58-year-old Richard Kirchner of Elkton, Maryland, allegedly approached the victims inside the store last month and offered to replace doors at their homes.

Police say the homeowners paid a deposit for the work, but Kirchner never returned to complete the job. Investigators later discovered he was not associated with the store and was not a licensed contractor.

“It’s incredibly frustrating and disappointing,” said neighborhood resident Ryan Johnston. “People see what seems like a good opportunity and don’t always think to ask questions in the moment.”

According to police, Kirchner is now wanted on two counts of home improvement fraud and two counts of criminal impersonation. Authorities believe there may be additional victims who have not yet come forward.

New Castle County Police shared the suspect’s photo on social media, where Kirchner allegedly commented on the post himself, writing, “Nuff said.”

Master Cpl. Richard Chambers urged Kirchner to contact police and turn himself in so the matter can be resolved. Police are asking anyone who believes they were victimized by Kirchner to call the department’s non-emergency number at 302-573-2800 or dial 911.

Officials also remind residents to research contractors thoroughly, verify licenses, and seek recommendations before agreeing to any home improvement work.
