Richard Hollenbeck Charged with Theft in Winneshiek County

Former Howard County Investigator Allegedly Used County Property

WINNESHIEK COUNTY, Iowa (KTTC) – Richard Hollenbeck, a former investigator for the Howard County Sheriff’s Office and a past candidate for Howard County Sheriff, has been charged with fourth-degree theft.

Hollenbeck’s arrest came after the Winneshiek County Sheriff’s Office was asked to investigate a complaint filed against him. The investigation revealed that Hollenbeck allegedly printed documents and used Howard County property, with the total value exceeding $300.

Previously, Hollenbeck ran for the position of Howard County Sheriff in the Nov. 5, 2024, elections but was not elected.

On October 29, 2024, Hollenbeck was placed on leave by the Howard County Sheriff’s Office. Shortly after the elections, he resigned from his position. The specific reasons for his leave have not been publicly disclosed by the Sheriff’s Office.
