Richard and Nora Ramirez Arrested for Child Abuse

Couple Accused of Locking Adopted Teen in Room for Years

EL PASO, Texas — Richard and Nora Ramirez have been arrested and charged with child abuse following disturbing allegations involving their adopted 15-year-old son.

On June 11, El Paso Police Department officers responded to a home on the 12200 block of Tierra Mar Way for a welfare check. Upon arrival, they spoke with the teenager and his adoptive parents.

According to police, the 15-year-old disclosed that he had been locked in his bedroom for extended periods and forced to relieve himself inside the room, with no access to a bathroom. He claimed he was only permitted out for dinner and immediately returned afterward.

Tragically, the teen stated this mistreatment had been ongoing since he was five years old.

Due to the severity of the allegations, the case was immediately referred to the department’s Crimes Against Children Unit. Following further investigation, both Richard and Nora Ramirez were taken into custody and booked into the El Paso County Detention Facility.

The investigation remains ongoing.
