WILMINGTON, Del. — A New Jersey corrections officer has been arrested in connection with a drug smuggling operation at the Howard R. Young Correctional Institution, according to Delaware State Police.
Authorities identified the officer as Rashod Hull, 34, of Pemberton, New Jersey. Also arrested were Isaiah Boykin, 30, of Wilmington, Delaware, and Autumn James, 35, of Conowingo, Maryland.
The investigation began on January 16, 2026, after the Delaware Department of Correction alerted state police to a possible smuggling scheme involving a correctional officer and an inmate.
Officials allege that between December 2025 and January 2026, Hull accepted payments from Boykin in exchange for delivering narcotics into the prison. Investigators say James assisted in facilitating the exchanges.
On February 1, detectives observed a suspected drug transaction between Hull and James at the Peoples Plaza Shopping Center in Newark. Following the arrests, authorities seized approximately:
264 doses of suspected synthetic marijuana
24 grams of remifentanil
27 strips of suspected Suboxone
In a statement, the Department of Correction commissioner emphasized that illegal contraband threatens the safety and well-being of staff, visitors and incarcerated individuals, adding that the department remains committed to holding offenders accountable.
Hull faces multiple charges, including:
Official misconduct
Racketeering
Possession with intent to deliver
Possession of a controlled substance
Receiving a bribe
Promoting prison contraband
Second-degree conspiracy
He is currently being held at the Sussex Correctional Institution on a $132,000 secured bond.
The investigation remains ongoing.
