The Economic Offences Unit (EOU) of Bihar Police, with help from Madhepura district police, arrested three cybercriminals – Rampravesh Kumar, Mithilesh Kumar, and Vikas Kumar – for orchestrating a large-scale Aadhaar fraud operation involving identity theft, fake websites, and stolen biometric data.
According to DIG Manavjit Singh Dhillon, the gang used illegal software like ECMP, UCL source codes, and silicon fingerprints to forge Aadhaar details. They created 6–7 fake websites mimicking government portals, including Ayushman Bharat, to trick citizens into sharing their biometric data.
Rampravesh, who ran a local cyber café, initially carried out genuine services like PAN card and caste certificate applications. However, after obtaining a CSC (Common Service Centre) ID, he shifted to illegal activities, collecting sensitive information under the guise of government schemes.
Investigators found that Rampravesh teamed up with Nitish (via Vikas Kumar), who helped him illegally install ECMP software on his laptop through a remote server. The gang then manipulated Aadhaar data by bypassing biometric verification using silicon fingerprints and stolen login credentials from Rajasthan.
They reportedly sold the stolen data to cybercriminals for profit. So far, authorities have identified 38 individuals with access to the illegal software, and further investigations are underway to dismantle the broader network.
The EOU has also submitted a detailed report to the Unique Identification Authority of India (UIDAI), highlighting systemic vulnerabilities in Aadhaar data protection.
