Ramone Ramsay Convicted of Murder in Silver Spring Shooting

Ramsay found guilty of killing Kymani Bailey in 2023 attack

SILVER SPRING, Md. (7News) — A 32-year-old man, Ramone Ramsay, was convicted of first-degree murder following a fatal shooting that occurred in a Montgomery County parking garage in July 2023. Ramsay’s actions led to the death of 21-year-old Kymani Elijah Bailey, a Baltimore resident.

The verdict, handed down in the Circuit Court by Judge Rachel McGuckian, also included additional charges, including attempted first-degree murder, illegal firearm possession, and the use of a handgun in the commission of a felony.

According to Montgomery County police, officers found Bailey with a gunshot wound in the Public Parking Garage 3, located near Thayer and Silver Spring Avenues. Bailey had been walking with a group of individuals after leaving a nearby restaurant when Ramsay opened fire on them. The investigation revealed Ramsay had been kicked out of a local nightclub earlier that evening.

Ramsay now faces the possibility of life in prison without parole. His sentencing is scheduled for April 28, 2025. Notably, Ramsay had previously served a prison sentence for a 2015 conviction involving drug and firearm possession but was released early in 2020 due to the COVID-19 pandemic.
