The Special Operations Group (SOG) of Rajasthan Police has arrested five individuals, including a senior technical official of the Rajasthan Staff Selection Board (RSSB), in connection with a major OMR sheet fraud that affected thousands of recruitment candidates.
The fraud is linked to three recruitment exams conducted in 2019: Supervisor (Women Empowerment) Direct Recruitment Examination 2018, Laboratory Assistant Recruitment Examination 2018, and Agriculture Supervisor Recruitment Examination 2018, which together had over 9.4 lakh applicants for 3,212 posts.
Among the accused is Sanjay Mathur, who served as Deputy Director (System Analyst) and Technical Head at RSSB. He was responsible for scanning OMR sheets and preparing exam results. Investigators allege that he, along with others, manipulated candidates’ marks digitally to favor select applicants.
The scam involved outsourcing OMR sheet scanning and data processing to a Delhi-based firm, Raghav Limited, whose two employees were also arrested. The accused allegedly altered marks using software tools, inflating scores in some cases from 30–60 marks to over 180 marks.
Police also revealed that some accused collected bribes from candidates in exchange for changing results. The fraud was uncovered when RSSB re-scanned original OMR sheets and discovered mismatches between actual answers and declared results.

The case is registered under the Indian Penal Code, Rajasthan Public Examinations Act, and the Information Technology Act, and the investigation is ongoing. Authorities have indicated that more arrests are possible.
