A 36-year-old man from Bucks County has been arrested for allegedly stealing over $100,000 from at least 15 intellectually disabled seniors in Philadelphia during his time as a “fiscal liaison” at a local nonprofit.
Quay Fetherson of Bensalem was charged Monday by the Philadelphia District Attorney’s Office with financial exploitation of care-dependent persons, identity theft, forgery, and other related offenses. The allegations stem from his work with Community Options, a non-profit organization that supports adults with intellectual disabilities.
Between 2018 and 2024, Fetherson is accused of manipulating and stealing from vulnerable individuals—many of whom have IQs below 70. Prosecutors say he forged signatures, issued checks from victims’ accounts, coerced them into signing financial documents, and even accompanied them to banks to withdraw funds, which he then pocketed.
Assistant District Attorney Alexander Blumenthal, who leads the DA’s Elder Justice Unit, condemned the betrayal:
“Mr. Fetherson violated the trust placed in him by his employers, his victims, and the larger community.”
The alleged scheme was discovered during an internal audit conducted by Fetherson’s successor in May 2024. Community Options reported the irregularities to law enforcement, prompting an investigation.
Angela Castle, Incident Management Coordinator for Community Options, expressed outrage at the breach of trust:
“This individual was entrusted with significant responsibility and abused that position for personal gain.”
Fetherson was arrested on May 27, 2025, and arraigned the same day. His bail was set at $375,000, and he remains in custody.
