Four individuals have been indicted for their alleged involvement in a wide-ranging travel insurance fraud scheme that targeted multiple insurance companies, New Jersey Attorney General Matthew Platkin announced.
Those charged include Agustin Matos, 40, of North Haledon; Kenia Ivonne Vasquez, 44, of the Bronx, New York; and Fort Lee residents Keyra Carla Liriano, 45, and Patricio Arturo Alfonso, 46. Each defendant faces multiple charges, including conspiracy, insurance fraud, attempted theft by deception, impersonation and identity theft, and falsifying or tampering with records.
A state grand jury returned the indictment on Dec. 5, 2025, following an investigation by the Office of the Insurance Fraud Prosecutor. The case originated from a referral by the Special Investigation Unit of American International Group.
Authorities allege that between April 2022 and August 2023, the defendants purchased numerous travel insurance policies from different insurers, often covering the same trip to the same foreign destination. These activities allegedly occurred across Bergen, Hudson, and Passaic counties in New Jersey, as well as in New York and other locations.
Investigators said the defendants used false identities and linked credit card information when applying for the policies. They also allegedly submitted identical information to multiple insurance companies while falsely certifying that no other coverage existed for the same trip or medical expenses.
According to officials, the investigation revealed that the defendants never traveled abroad as claimed and were never hospitalized. Nearly all documentation submitted in support of the insurance claims was allegedly altered, fabricated, or fraudulent.
The four individuals are accused of filing claims stating they had incurred significant medical expenses while hospitalized overseas—expenses that would have been covered under the policies if legitimate. Most insurers denied the claims, authorities said.
Liriano is additionally charged with theft by deception for allegedly receiving $14,835 in payments from two insurance carriers.
In total, authorities say the defendants attempted to defraud insurers of approximately $252,852. Matos allegedly sought $19,986, Vasquez $27,812, Liriano $37,226, and Alfonso $167,829.
