Vallejo, CA — The Solano County Sheriff’s Office has arrested three individuals in connection with child sexual abuse material (CSAM) investigations, reinforcing their ongoing commitment to child protection and offender accountability.
On August 26, 2025, detectives from the Solano County Sheriff’s Investigations Bureau, in collaboration with the Sheriff’s Enforcement Team (SET), executed two search warrants in Vallejo.
The first search led to the arrest of Pavel Babayev, 38, who now faces charges for possession and distribution of CSAM.
A second warrant resulted in the arrest of Tracy Zinkovich, 57, also on possession and distribution charges. Evidence gathered at both locations supported the allegations. Both suspects were booked into Solano County Jail.
In a related operation, deputies conducted a Penal Code 290 parole compliance check on Drake Sherman, 33, a former Rio Vista High School teacher previously convicted in November 2024 for CSAM possession. Sherman was found in violation of his parole terms and was also arrested.
The Sheriff’s Office emphasized that these actions are part of a broader effort to protect children and prosecute those who exploit them.
