Paul Williams, 70, Charged in Lottery Ticket Murder

RICHLAND COUNTY, S.C. (WIS/Gray News) – A 70-year-old man is facing murder charges following a deadly altercation over a lottery ticket in South Carolina.

According to the Richland County Sheriff’s Department (RCSD), Paul Williams was arrested Wednesday night and charged with murder, possession of a firearm by a person convicted of a violent offense, and possession of a weapon during a violent crime.

Deputies responded around 8 p.m. to the 800 block of Congaree Church Road after reports of a dispute involving a stolen lottery ticket. Upon arrival, authorities say they heard a gunshot and saw Williams emerging from a backyard holding a firearm.

Officers discovered Matthew A. Flemming, 67, of Columbia, suffering from a gunshot wound to the upper body. He was rushed to a hospital but later died from his injuries.

Coroner Naida Rutherford confirmed Flemming’s identity.

Williams was taken into custody and booked into the Alvin S. Glenn Detention Center, where he awaits a bond hearing.
