A homeless man with an extensive criminal history has been arrested in Concord, New Hampshire following an investigation into the theft of a trail camera in the city’s North End.
According to Concord Police Department, officers were called around 1:45 p.m. on Dec. 2, 2025, to Penacook Street after a man reported a previously stolen Spypoint Flex‑M trail camera that had been mounted near a city pumping station close to the Boys & Girls Club on Bradley Street. The camera’s owner provided police with photos of the suspect captured by the device, along with images of boot prints and the tree where the camera had been mounted.
The camera, valued at about $100, was not located during the initial investigation. However, on Jan. 7, it was discovered at the Concord Public Library on Green Street after library staff reported an abandoned bag. Officers found the camera inside the bag, which still had the owner’s name written on it.
Police reviewed surveillance footage from the library and identified a suspect connected to the bag. Authorities later determined the suspect was Paul Cram, 56, a homeless man currently located in Concord and previously from Manchester, New Hampshire.
On Jan. 10, officers located Cram at the Concord Bus Depot on Stickney Avenue and questioned him about the theft. According to an affidavit, Cram admitted he took the camera because he believed it did not belong to anyone. He later claimed he gave the device to another man so it could be returned to its owner.
Authorities noted that Cram has a lengthy criminal record dating back to the 1990s, including convictions and charges involving theft, stolen property, drug possession, driving offenses, assault, and weapons violations across New Hampshire. Court records show his criminal history spans more than 100 pages.
Prosecutors have requested a competency evaluation for Cram, but officials say there is a long waitlist for such assessments. He is scheduled to appear again in Concord District Court on May 21 for a case status hearing.
