BUNNELL, Fla. — A Palm Coast woman has been arrested on a Flagler County warrant for felony retail theft following an investigation into a series of shoplifting incidents at multiple Target stores, authorities said.
Detectives with the Flagler County Sheriff’s Office General Assignment Unit began investigating the case on December 22. Investigators identified the suspect as Jessica Finn, 37, of Palm Coast, who allegedly stole merchandise from Target locations in Palm Coast, Port Orange, and Daytona Beach over several months.
According to deputies, Finn frequently swapped price tags with cheaper items and used fitting rooms to remove anti-theft devices before concealing merchandise inside her clothing. Authorities said she later sold the stolen items on Facebook Marketplace.
Investigators estimate Finn stole approximately $1,300 worth of merchandise from the Palm Coast Target and an additional $3,700 from the Port Orange and Daytona Beach stores combined. Items taken included clothing, cosmetics, and baby monitoring devices.
After identifying Finn and locating the stolen items listed online, detectives conducted an undercover sting operation. Finn agreed to meet on December 23 at a public location to sell the merchandise. Once detectives confirmed she was in possession of the stolen items, she was taken into custody without incident.
Authorities noted Finn is the estranged wife of a Flagler County Sheriff’s Office deputy. Both Finn and Deputy R. Finn stated he had no knowledge or involvement in the alleged thefts.
“Thanks to the thorough work and quick, decisive actions of our detectives, we were able to quickly make an arrest and stop her one-person theft ring,” said Sheriff Rick Staly.
Finn was booked into the Sheriff Perry Hall Inmate Detention Facility and is being held on a $2,500 bond.
