The Florida Department of Law Enforcement (FDLE) has re-arrested Stephen Allen Burklow (54) and Monique Hunter Burklow (58), owners of Pace Pharmacy LLC in Pace, Florida, along with their adult daughter, Laikyn Burklow (22), on drug possession charges. The trio turned themselves in on June 23 at the Santa Rosa County Jail.
This follows their initial arrest in May 2025 on serious racketeering and drug trafficking charges linked to a large-scale pill mill investigation.
Stephen Burklow faces 10 felony counts of possession of controlled substances without a prescription, five felony identity theft counts, and 10 misdemeanor possession counts.
Monique Burklow faces one felony possession count and four misdemeanors.
Laikyn Burklow was charged with one misdemeanor possession count.
The investigation revealed that the Burklows and co-defendant pharmacist David Barron Winkles (69) conspired to traffic large quantities of oxycodone, hydrocodone, and hydromorphone illegally through their pharmacy. The probe was a collaboration of FDLE, local law enforcement, and multiple federal agencies.
FDLE highlighted how the Burklows exploited their pharmacy to dispense illicit prescriptions and fraudulently bill insurance companies using stolen physician identifiers.
Authorities emphasized that no one, especially healthcare providers, is above the law in the fight against the opioid crisis.
The cases are being prosecuted by the Office of the State Attorney, First Judicial Circuit.
