EL PASO, Texas — Oscar Fernando Chavez, 24, was arrested for illegally dumping trash at a shopping center in East El Paso, according to the El Paso Constable’s Office for Precinct 4.
On July 20, an off-duty precinct deputy spotted a vehicle parked next to an open trash container at 1840 N. Lee Trevino. The deputy observed a man taking items from the trunk and placing them in the trash bin. After documenting the activity and recording the vehicle’s registration, the deputy returned the following day to investigate further.
The property manager confirmed that the man was not an employee and had no permission to dispose of waste at the site. Authorities found that Chavez had dumped bags of clothing, sheet rock, and other construction materials.
Chavez was identified, arrested, and booked into the El Paso County Detention Center with a $1,500 bond.
