CANANDAIGUA, N.Y. — A Geneva Police Department officer has been arrested and charged after allegedly selling prescription drugs while on duty and in uniform, according to the Ontario County Sheriff’s Office.
Michael Tapscott, 40, a 13-year veteran of the force, is accused of providing dextroamphetamine — a generic version of Adderall — to another person while in a marked patrol car. The transaction occurred around 7:30 a.m. on April 21 at Geneva Foreign & Sports, a used car dealership on Route 14, just north of the city.
Sheriff David Cirencione said the investigation began after a tip came in the week of April 21. Detectives executed multiple search warrants on April 30 and confirmed the controlled substance was sold during Tapscott’s shift.
Tapscott was arrested Wednesday and charged with criminal sale of a controlled substance and official misconduct. He has been placed on administrative leave and released on his own recognizance after arraignment in Geneva Town Court.
Geneva Police Chief Ronald Eveland confirmed Tapscott had been part of the department’s Drug Abuse Resistance Education (DARE) program until earlier this year.
“These allegations are very serious in nature,” said Eveland. “We’re going to cooperate fully with the sheriff’s investigation.”
Sheriff Cirencione emphasized the seriousness of the offense:
“No one is above the law, including police officers,” he said, adding that the case became the top priority for the department’s special investigations division.
The investigation is ongoing, with authorities continuing interviews and evidence review.
