BISMARCK, N.D. — A Moorhead, Minnesota man has been sentenced to three years of supervised probation after pleading guilty to felony theft in Burleigh County District Court.
Charles Dixon received the sentence under a deferred imposition order, which allows him to avoid a permanent conviction if he successfully completes probation through November 2028.
The court ordered Dixon to pay $35,300 in restitution and comply with standard probation conditions. He must also submit fingerprints and a DNA sample for law enforcement databases, covering collection costs himself.
Dixon and his wife, Faith Dixon, a prominent Fargo-Moorhead activist, were charged with using a nonprofit to defraud the state of grant money. Prosecutors alleged the Faith4Hope Scholarship Fund, of which Faith Dixon is president, received $350,000 from the North Dakota Department of Public Instruction for the period Nov. 1, 2021 – June 30, 2024.
Faith Dixon pleaded guilty in October 2025 and is scheduled for sentencing on January 20, 2026. Charles Dixon’s jury trial was canceled following his plea.
