Mitch & Paul Delmaro Charged in Driveway Scam

Police foil contractor scam targeting CT homeowners

WINDSOR LOCKS, Conn. — Two New York men, Mitch Delmaro and Paul Delmaro, are facing charges after allegedly scamming a Windsor Locks homeowner with a bogus driveway sealing offer.

According to police, the Delmaros approached a resident on Alicia Terrace offering to seal his driveway for $500—a price that initially seemed like a bargain. After accepting the payment, the men claimed they needed an additional $600 for more materials, bringing the total to $1,100. The homeowner refused to pay the added amount, and the job was left incomplete.

“They charged $500, which is a reasonable price,” said Windsor Locks Police Lt. Paul Cherniack. “Then they claimed they didn’t have enough materials and demanded more money.”

Shortly after, police say the men moved a few blocks away to Gary Road, where they attempted to pull the same scam on another homeowner. This time, officers who were canvassing the neighborhood located and detained the suspects before they could take more money.

“These types of scams become more common as the weather warms and home improvement season starts,” Cherniack noted.

He also cautioned residents to always check for licenses and verify credentials when hiring contractors. “If it sounds too good to be true, it probably is,” he said. “Ask for their license number—you can easily verify it online.”

Mitch and Paul Delmaro were released on bond and are facing charges of larceny and operating as unlicensed home improvement contractors.
